A "rule of thumb" is a method, generalization, or procedure that draws on a person's experience, not on theory or even scientific knowledge. The phrase's origins will be familiar to anyone who uses a map. An inch is often about the distance of the thumb from knuckle to tip, so estimating distance by thumb lengths gets a reasonable approximation - but not an exact measurement.
